The design has been developed on three spatial levels. The first level covers an area of 58 sq km and includes the old and new city as a whole. The second level is divided into seven districts focusing on the unique function and activities of each zone. The third level considers the design at the scale of individual blocks. That includes the development of prototypes that allows architecture design and control guidelines.
